    So, he has to get all these 1,000 litres for Rs. 20,000 - (3,000 + 8,000) = 9,000. 
    But at Rs. 15 per litres, he will get 600 litres of pure milk for Rs. 9,000. 
    So, the remaining 400 litres is water. 
    So, answer is 3 : 2.
